John Hargreaves

Director

John Hargreaves is a Director of Indepen. He is an economist with management consultancy and corporate finance experience. His work has included regulatory and corporate strategy and finance, and project evaluation in the UK, other countries of the EU, South East Asia and Australia. He has advised government departments, regulatory and competition agencies and numerous investor owned businesses in the water, energy, communications and transportation sectors.

Currently, he is advising infrastructure businesses and investors on their regulatory strategies and working with them to influence the development of public policy and the regulatory regimes so that the sectors can continue to attract investment as well as becoming more responsive to the economic, environmental and social challenges they are facing. He has undertaken several surveys of infrastructure investors.

Earlier in his career he led the mergers and acquisitions team in the corporate finance division of Deloitte and worked with UK government departments and agencies on areas of public policy including education, health and social housing. After obtaining Bachelors and Masters degrees in economics, he lectured in economics at the University of Manchester and worked in the UK Government Economic Service on extending the methodology for evaluating major transport and infrastructure projects.
